It's pretty annoying, I agree. I can only have up to six with my character at the moment but when a new zone is loaded it is reduced from 6 to 3. I think it's programmed to lose 1 charged spell's worth of lightning orbs upon entering a new area if you have max orbs.

How it normally works: Normally, when you activate Static Touch it creates 2 floating balls of lightning that float around your character. When charged, it adds 3 charges instead of 2. You can have up to 6 charges at a time. The bug: Whenever you leave an area such that a new zone is loaded...
