The Problem
The current way shields are presented are as a slow upgrade system where you either consistently switch to newer shields with more hp, so it doesn't break to the new enemies' higher damage, or switching between shields of similar areas (similar hp values) in order to take advantage of their special ability.The Solution

Wooden Shield - No special effectsSteel Shield - No special effects
Barrel Shield -Already synergizes with the barrel hat
Crystal Shield - Keeps low shield hp and already has damage taken reduction
Energy Shield - Already powers up reflected projectiles
# Gift Box Shield - Has a high chance to drop a bomb (differently colored than regular ones) that hurts both players and enemies on explosion on a p-guard. Note that the bomb damage should be reflective of either atk or matk, so it can do semi-significant damage to enemies
Winter's Guard - Already has a chance to freeze enemies
# Polished Shield - Has a chance to push enemies a significant distance past the player when you do not perform a perfect guard. Perfect guards act normally. (Maybe this shield was polished a bit too much...?)
Mushroom Shield - Already places mushrooms
Thorn Worm Shield - Already reflects damage onto enemies (if it doesn't already, it should stack with Riposte)
# Robust Buckler - Has a chance to knockback enemies a significant distance on p-guard
Camera Shield - Already stuns enemies
Solem Shield - Already has a chance to shoot a laser on p-guard
# Calculator Shield - Keeps low shield hp, but it has a chance to shoot a wand projectile in the form of a number (1-9)
New Shields
Spirit Clock (Ghost Ship Item) - Has a very low chance to stop time for one second (for all enemies) on a p-guard. Half of the shield is visible in the real world while the other half is only visible in the spirit world. (This shield seems to be perpetually stuck in between the normal and spirit world? I wonder if we can exploit that...)
