Yello again.
I happened to have all the items necessary for the Witch Candy-quest in Pumpkin Woods while I also had the "collect four elite monster -items" -quest active. The Witch wouldn't give the reward before I had turned the four elite items in to the priest (she would just say "talk to the people in the east"), but she did give the reward before I had fought the Elite Halloweed.
