It's function seems pretty obvious, tell you when new quests are available.
As story progresses more will be able to be added to arcadia; new buildings and people. That also means more quests and maybe not just from the new people, some players may not think to look for quests from townsfolk who have been in town for awhile. Players that do will spend time looking for quests that may or may not exist.
So opposite the bulletin board there can be a quest board that can let players know that there are quests available. It can work similar to the inventory, it shows the quest giver with their name and location underneath. Selecting the icon will pull up some information about the quest and a message to see them when you can. It can have an exclamation mark when there is a new quest you haven't looked at yet.
