The Mystic Fan has always been in this weird place of not really being much of an upgrade over the Season Temple Flower Whip or the Mt. Bloom Ugra Scroll.
It also was introduced into the game well before the spinning fan mechanic was added to the game, a mechanic currently only available to the Mysterious Cube accessory.
I'd like to suggest it be given one of several Special Effect options:
- Every # EP spent on magical spells, generate a temporary fan that spins around you.
- When hitting a magical spell crit, have a % chance to ... ^.
- Hitting enemies with magic missiles has a % chance to ... ^.
