With the help of @res7less the fonts in the translation suite have been updated to include those letters and their capital letter counterparts! These fonts are not yet in the game itself, but the text will show up properly in the tools. Next time the game is updated, the fonts will be updated...

Did this issue appear out of nowhere, or have you changed computer or reinstalled Windows at some point? The error mentions the pipeline, but for some reason it's not the XNA build dll that is being referenced! Strange. You could try manually installing a .NET 4 to see if that fixes the issue...
