Yes it appears that way but the patch note indicates they're passive, but does not state if it's difficulty dependent or not and he is asking if this is correct or if it is a bug.
It's a bug fix where Rabbys would turn aggressive if damaged from a non-player source (like a boar charge), and not a hard mode Rabby nerf! I'll edit the patch notes to make that more clear
