Save files messed up

My brother was playing SoG. Yesterday evening we couldn't connect to Internet for few hours, so I ran Steam offline and all his saves have gone. But actually they didn't. They were still in saves' directory, but the game wouldn't detect them for some reason. Then I discovered that the game keeps list of saves that isn't consistent with the save files. So I created new save file and replaced it's contents with old ones. He had to start the game again, but kept all items, levels and skills. It's like world file is lost (even when I copied the old one).
Maybe it's not a big problem, because playing offline happens rather rarely, but it shouldn't have happened.

Btw, why save and config files aren't placed in Documents, like languages? They would be easier to access/find.

I've noticed that Character files have backups, but the World doesn't have a .bak file. I wonder why?
