I found you you have shadow clone on and respec it stays active and caps mana

You can do the same with the cloud strike and the frosty fiend if I remember correctly. But since the respec is not really a part of the game I haven't really concidered it a bug. But sure, it is something that could be fixed.

I have also found that this bug can cause big problems if respect isn't changed once the game releases, for example you can max out a pet and then respect and use the point in whatever else you choose.
