I thought this had been settled quite a while ago, but then I remembered the /skillpoint command. Why not try and reconfirm for myself?

With a level 1 character I summoned a basic Cloud. It did 21 damage per hit. A few more points, 21-23 per hit. Up to max, 22-23 per hit. How strange.

Unsummon, resummon, basic cloud. It did 43 on the first hit. Then 44.

For some reason adding points does add to the summon's damage, but not nearly enough. Or it adds nothing and I just got higher numbers from variance You have to resummon it to get the full benefit.

Snowbuddy, 1 point: 22.
5 points: 23.
10: 23 again.

Unsummon, resummon: 33-35

Edit: I think I know what you mean, and yeah, since your pet doesn't technically level then his stats are static. However this makes me wonder if you could summon a lvl 10, then respec it down to lvl 1 and never unsummon it.

Ohhh. I remember fixing this so that the summons kept updating their ATK when the player's MATK changed, but I forgot to track the spell level component, which indeed also affects plain damage a little bit! It's 2 flat + 2 % extra damage (scaling with MATK) per level.
