If you combine Chilling Touch/Burning Weapon with Crippling Blast I would expect to apply each debuff 20% of the time. But it's feeling more like 5%.
Are these effects additive? The text reads like it should be. If Crippling Blast only works on spells then it should probably say so. Or maybe it's working as intended and I'm just not seeing it.
