Or maybe it's not tied to blue fairy, but something else.
I played some co-op in a group of 4 that had two cloud users. I got my fairy out and we went up to fight Winter. One of their clouds moved to a random point in the room, made the constant summon / unsummon sound and flickered rapidly as the cloud has always done when glitchy.
But then someone else in co-op in Arcade said they saw the cloud bug out the same way, without the blue fairy involved at all. The only thing out of the ordinary was someone equipping a paper bag.
