[Gameplay]/[Text] Not All Chill Effects Increase Crit Vulnerability

Ice Spikes and Ice Nova descriptions state that chilled enemies have increased vulnerability to critical hits, but apparently Ice Spikes chill doesn't actually provide any crit bonuses, and very likely neither does the "Chilling Touch" talent from the Melee category.

I tagged it as either a gameplay or a text bug because I'm not certain if your intention was to allow all Chill effects to increase crit or just the Chill effects from Ice Nova. In one scenario - it's a gameplay issue of things not doing what the text says they do. In the other - it's an issue of the text misrepresenting the reality of the skill.

Since I'm on this topic, I just want to ask that if the intention was the latter - you consider actually giving the crit bonus to all Chill effects, as to not make Ice Spikes and Chilling Touch... undesireable.
