I hit him and now his hands are blue... Forever! It says the debuff duration is 3s but I beat him up and they are still blue after the bullet hell. I don't know if the chill debuff is still applied so I can't say if it's a gameplay bug as well.
Edit: I found out that if you hit him after the duration is over they go back to normal.
