The unstable versions are Steam only. We use Steam to help beta test the beta, so to speak (aka the people on Frontline being the Stable crowd's "frontline" against severe bugs and unpolished stuff).
The reason Steam works so good as a beta testing platform is because we can push updates really fast (a few clicks), which then gets automatically updated, while for the DRM-free build we must first build to a completely different, Steam-less branch, and then e-mail Humble and wait for them to update the installer, and
then we must hope our users actually install the latest version.
It's not that we're trying to withhold content from the DRM-free builds, but rather that the Stable build is what we consider the actual game. Frontline is just something we can do thanks to Steam having an exceptional infrastructure for patching and branching!
The next Stable update should hit right after the festival is completed, and from there on the translations should be 100 % compatible again! Maybe
@SilasColdfire has some old translation files sitting around somewhere?
